Charles City man charged with sexual abuse of Comp Systems client

A Charles City man has pleaded not guilty to charges of performing sex acts on a client of Comprehensive Systems who was not competent to give consent, according to records in Floyd County District Court.

Jeffrey Wayne Herman, age 61, was arrested by Charles City police in December and charged with sexual abuse in the third degree, a Class C felony.

Herman, then an employee of Comp Systems, was accused of doing “several sex acts with a female victim” on Sept. 19, 2019, while the alleged victim was working in the 300 block of 9th Street in Charles City, the criminal complaint states.

“The victim lives under the care of the Comprehensive Systems facility. The female victim suffers from a mental defect which precludes her from giving consent to the sex acts,” the document said.

Herman, through his attorney, filed a written plea of not guilty to the charge last Friday.

On Tuesday, District Court Judge DeDra Schroeder set trial for March 3 in Floyd County District Court.

Herman was released after paying $1,000 cash (10%) on a $10,000 bond.
