Supervisors receive annual audit, proclaim Trojans Day

Floyd County supervisors received the annual county audit report, talked about a new position in the Sheriff’s Office and proclaimed NIACC Trojans Day at a meeting Monday morning.

Elizabeth Thyer, a partner and certified public accountant with the newly named Gardiner + Company office in Charles City, went through with the supervisors the major parts of the 77-page audit report for the fiscal year ending June 30, 2018.

Total program expenses increased one-half of 1 percent from fiscal year 2016-17 to 2017-18, from $15.77 million to $15.85 million. Expenses included $7.09 million for roads and transportation, $3.08 million for public safety and legal services, and $1.28 million for physical health and social services.

The county used $6.54 million of local tax revenue to pay for county operations. Other revenue included $1.87 million in charges for services; $4.07 million in operating  grants, contributions and restricted interest; $4.72 million in capital grants, contributions and restricted interest; about $611,000 in local option sales taxes; $739,000 in tax increment financing; $259,000 in unrestricted investment earnings; and about $552,000 in other general revenues.

Total taxable valuation in the county increased more than $28.6 million.

Also at the board meeting Monday, the supervisors:

• Received a request from Sheriff Jeff Crooks to add the position of lieutenant to his deputy staff. The position would be a civil service position and would need to also be approved by the department’s Civil Service Board, and Crooks said eight of his current deputies have expressed an interest in testing for the position if it is approved by the supervisors.

He said he was looking at an additional $1,000 pay for the position.

If approved, the rank in the Sheriff’s Office would be sheriff, chief deputy (currently Deputy Pat Shirley), lieutenant, then deputies by seniority, Crooks said.

The supervisors will make a decision on the request at a future regular meeting.

• Proclaimed Saturday, March 23, as NIACC Trojans Day in Floyd County, in honor of North Iowa Area Community College’s 100th anniversary of athletic programs, including under its predecessor, Mason City Junior College.

A Trojans Forever program is scheduled for 7 p.m. March 23 at the North Iowa Community Auditorium on the NIACC campus in Mason City.

The Monday meeting, normally a planning session at which no official action could be taken, was announced in advance as a special meeting so the board could take action on the proclamation before the event occurred.

• Heard from Supervisor Linda Tjaden that she plans to have the firms hired by the county for its law enforcement center and courthouse update project — Prochaska & Associates, the architects, and The Samuels Group, the construction manager — in a phone conference call at a meeting probably next Monday or Tuesday to discuss options in the project, including alternate plans to keep the project within the $13.5 million budget approved by voters last May.
