CC man charged with drug tax crime, domestic abuse

Alleged victim went into a seizure after punch knocked her down

A Charles City man is facing multiple felony charges because officers allegedly found marijuana plants in his apartment as they responded to a domestic assault call.

He is facing a serious misdemeanor for punching the mother of his child in the face, according to the criminal complaint filed by Charles City Police. The woman fell to the floor, hit her head and experienced a seizure, it adds.

Carlos L. Cooper was arrested June 9 and is in the Floyd County Jail.

Four criminal complaints say:  “While responding to a domestic assault at 603 11th St. Apt. 8, Charles City officers saw a green pot sitting next to the kitchen sink. Inside the green pot was several marijuana plants growing. None of the plants had a tax stamp affixed to the plant.”

Failure to affix a tax stamp is a class D felony, which is punishable by five years in prison and up to a $7,500 fine.

One additional complaint details the alleged assault. It says the officers had responded to the apartment earlier regarding a verbal argument and Cooper agreed to stay in another apartment. However, when officers left, he returned to the apartment and started arguing with the mother of his child, again.

“Carlos slapped and then punched her in the face, which was witnessed by multiple people,” the complaint says. “Carlos’ actions led to her falling on the ground and hitting her head causing pain. When officers arrived, the female was seizing on the floor. The female has had seizures in the past. Two males had to hold Carlos down to stop the assault.”

Domestic abuse assault is a serious misdemeanor, which is punishable by up to one year in jail and a fine of up to $1,875.
