Hildreth Street Reconstruction moves closer to fruition

The Charles City Council awarded a contract for the Hildreth Street Reconstruction project at its meeting Monday evening, for a bid almost 19 percent lower than the estimated cost.

There were no comments from the public during a public hearing held on the project.

The bids for the project had been opened on March 28, and were $1.288 million by Croell, New Hampton; $1.322 million by Heartland Asphalt, Mason City; $1.353 million by Wicks Construction of Decorah; and $1.563 million by McKiness Excavating, Mason City.

Low-bidder Croell was awarded the contract. The city’s estimate for the bid price had been $1.585 million, and the City Council had approved the plans for the reconstruction project at its March 5 session.

“It’ll be a complete reconstruction of the street starting at 9th Street and extending to Gilbert Street,” said Charles City Engineer John Fallis. “The pavement will be removed and water mains and a storm sewer system will be replaced.”

A portion of the sanitary sewer system will also be replaced, Fallis said.

The project will take place over the summer, and has a completion date of Oct. 26, Fallis said.

Housing Grant

The council approved a motion to adopt a Charles City Temporary Relocation policy presented by Heidi Nielsen, Charles City housing director.

The policy will allow the city to receive a rehabilitation grant.

The council reviewed the Community Development Block Grant Housing Rehabilitation Grant Program with Steve Wendt, a community development planner with the North Iowa Area Council of Governments, NIACOG, at the March 19 meeting.

The total grant would be for $246,500, with the city contributing $13,800 toward that amount.

There are 259 homes in Charles City eligible for the housing rehabilitation. The program would rehabilitate six homes in Charles City with two more possible if funds allow.

The city participated in the grant program in 2017 and 2016.

Directly after that motion, the city also adopted a resolution to adopt the city of Charles City Housing Rehabilitation Administrative Plan to allow the city to participate in the grant.

Miscellaneous

• The city amended the lease for an antenna on one of the water towers going until 2020.

• The council also heard the third and final reading of ordinances reclassifying two sections of land from single-family districts to service business districts and another allowing exterior fascia signs in business districts.

• There were two proclamations, for Child Abuse Prevention Month, and Sexual Assault Awareness Month. These were Mayor Dean Andrews’ first proclamations as mayor.

• Kip Hauser was reappointed to the North Cedar Aviation Authority Board.

• The next session will be 6 p.m. Wednesday, April 11.
