Charles City man charged with felony sex abuse

Jeffrey Wayne Herman, 60 of Charles City, was arrested Monday for 3rd degree sex abuse, a Class C felony.

A criminal complaint was filed by the Charles City Police Department on Friday, December 20 against Herman, an employee of Comprehensive Systems.

The complaint states Herman committed sex acts on September 19 with a female victim that was under the care of Comprehensive Sytems in Charles City.

One of the circumstances that constitute a charge of sexual abuse in the third degree, according to Iowa law, is if a person performs a sex act and the other person is suffering from a mental defect or incapacity, which precludes giving consent.

Comprehensive Systems is a non-profit northern Iowa corporation that provides support to more than 300 individuals with special needs in Charles City, Osage, Mason City, New Hampton, Cedar Falls, and Waterloo.

Herman is still in custody at the Floyd County Jail.
