A Charles City man has been charged with sexual abuse of a child and is in custody in the Floyd County Jail.

James Ray Foster III, age 24, was arrested Sept. 25 in Charles City and charged with sexually assaulting a young girl several years ago.

“She reported this to her mom and then to interviewers at the Child Protection Center Allen Hospital Waterloo,” according to the criminal complaint filed by the Charles City Police Department in Floyd County District Court.

Foster was charged with sexual abuse in the second degree, a Class B felony, for allegedly committing sexual abuse on a child age 6-8, in the years 2014 to 2016. He was also charged with lascivious acts with a child, a Class C felony.

Foster is being held under $25,000 cash bond and had not yet entered a formal plea as of Thursday.

A Class B felony is punishable upon conviction of a prison term of an indeterminate length up to 25 years. A Class C felony is punishable upon conviction of a prison term of an indeterminate length up to 10 years, plus a fine of from $1,000 to $10,000.

In 2017, Foster had pleaded guilty to a charge of lascivious acts with a child, a Class C felony. He was sentenced to up to 10 years in prison, suspended, a $1,000 fine, suspended, and was placed on probation for five years and ordered to register with the Iowa Sex Offender Registry.
