Fifth person charged with intent to deliver meth after Charles City home search

A fifth person has been charged with a drug-related crime stemming from a police search of a Charles City residence in October.

An arrest warrant for William Channing Riley, age 32, of Cedar Falls, was issued shortly after the search was conducted on Oct. 25 in the 700 block of 10th Avenue.

According to records filed in Floyd County District Court, the warrant was served on Nov. 23 and Riley was taken into custody in Buchanan County.

As a result of the search of the residence on Oct. 25, approximately 161.1 grams of methamphetamine along with other narcotics and paraphernalia were allegedly seized.

“The defendant was present during the search warrant and in possession of some of the narcotics seized,” the criminal complaint alleges regarding Riley.

Riley was arrested on a charge of manufacture, delivery and/or possession with intent to deliver methamphetamine, a Class B felony.

He was transported to the Floyd County Jail, and his bail was set at $25,000 cash.

Four other people, all listed as Charles City residents, were arrested and charged after the Oct. 25 search of the home. Like Riley, they were also charged with manufacture, delivery and/or possession with intent to deliver methamphetamine, and were ordered held on $25,000 cash bond.

The other four are Kaitlin Marie Caster, age 19; Jennifer May Johnson, age 42; Robert Patrick Frazer, age 24; and Caleb Robert Green, age 27.

Caster, Johnson and Green have pleaded not guilty.

After bond review hearings on Nov. 23, Johnson and Green were ordered released on their own recognizance.

Caster was ordered released under the supervision of the Iowa Department of Correctional Services, ordered to submit to a substance abuse evaluation and follow through with all treatment recommendations, and enter and complete an inpatient treatment program.

Frazer and Riley remain in custody and have not yet been arraigned.
