All new Floyd County Board of Supervisors seen in 2023 as no incumbents file for reelection

By Bob Steenson, bsteenson@charlescitypress.com

An entirely new board of Floyd County supervisors will take office Jan. 1, 2023, after none of the current members filed to seek another term in this unusual election year where all three positions are up because of redistricting.

One more person filed to run for one of the positions on Friday, the last day for filing for the primary or the general elections for county offices.

Josh Mack, a current member of the Charles City Community School District Board of Education, filed to run in the Democratic primary for Supervisor District 2, the district that includes both of the Charles City precincts north of the Cedar River as well as the north portion of St. Charles Township.

The way things stand now, Mack will face Stewart Dalton of Charles City in the District 2 Democratic primary election on June 7, then the winner will face Dennis Keifer of Charles City, the lone Republican seeking the nomination, in the Nov. 8 general election.

In Supervisors District 1, Republican Julius Bryant of Charles City will face Democrat Mark Kuhn of Charles City.

In Supervisor District 3, Republican Jeff Hawbaker of Floyd is unopposed.

Typically the members of elected boards serve staggered terms to prevent the possibility of an entirely new board taking office at any one time. For example, the three supervisor positions usually alternate, with two of the four-year positions being elected one election, then the other four-year seat being elected two years later, and back and forth.

This year, because this is the first year with supervisor districts, all three seats are up for election, with the winner of the election in District 1 chosen at random to serve only a two-year term before the seat is up for election again in 2024.

None of the incumbents, Doug Kamm, Linda Tjaden or Roy Schwickerath, filed to run for another term. Tjaden lives in Supervisor District 3, the north part of the county, and Kamm and Schwickerath both live in Supervisor District 1, the part of Charles City south of the river and the southern six townships.

There are no incumbents living in Supervisor District 2.

There were several additional sets of nomination papers filed for township clerk and trustee positions in the county on Friday, but other than the addition of Mack, the candidates for the major county offices remained as previously reported.

Floyd County Attorney Rachel Ginbey will seek her third four-year term, unopposed, having been first elected in 2014 and reelected unopposed in 2018.

Recorder Amy Assink will seek her first elected term unopposed, after being appointed to the position to replace the previous recorder who retired.

Jessie Lynn Holm, a current deputy recorder in the Recorder’s Office, has filed to run for the position of county treasurer, where she will run unopposed for the seat being vacated by the retirement of longtime Treasurer Frank Rottinghaus.

Here are the candidates for county office as of the close of the nomination period at 5 p.m. Friday, according to Jennifer Hoeft at the  Floyd County Auditor’s Office:
