Charles City man arrested on charge of sexual abuse with young child

A Charles City man has been arrested on a charge of sexual abuse of a young child, according to documents filed in Floyd County District Court.

Charles R. Fisher, age 38, was arrested last week on a charge of second-degree sexual assault, a Class B felony, for allegedly sexually touching and attempting to have a sex act with a young child at his residence in Charles City.

The child allegedly told a forensic interviewer and medical staff at Allen Child Protection Center in Waterloo about the alleged event.

Fisher was ordered held on $25,000 cash-only bond. His attorney, Ann Troge of Charles City, asked for a hearing to have the bond reduced, arguing that Fisher is a Charles City native with no adult criminal record.

Before Magistrate Katherine Evans could rule on the request for bond reduction, the cash amount was paid and Fisher was released, so Evans ruled no further action would be taken regarding a bond review.

A preliminary hearing was set for Friday morning, April 5, although preliminary hearings are not held if charges are formally filed by the county attorney in a trial information before that date. In that event the next court action would be arraignment, which would be held at a time and date identified in the trial information.
