Few candidate filings at halfway point for ballots in November city elections.

One Charles City Council member has filed to run for another term in the November city elections as the halfway point of the filing period approaches, and several other incumbents have filed for city council and mayor positions in other Floyd County cities.

Phoebe Pittman has filed to run for a second four-year term on the Charles City Council, having first been elected in 2019. Neither of the other two candidates whose terms are up this year – Phillip Knighten or Keith Starr – have yet filed for reelection, although both have said they will be running again.

In other cities in the county, Trevis O’Connell has filed to run for another two-year term as mayor of Floyd, and incumbent Jeremy Stewart has filed for one of the three seats open on the Floyd City Council, according to information Thursday afternoon from the Floyd County Auditor’s Office.

In Nora Springs, Randy Hassman has filed to run for another term as mayor, and Robert Moen has filed to run for another term on the Nora Springs City Council.

Nomination papers to be on the ballot in the Tuesday, Nov. 7, city elections must be turned in to the Floyd County Auditor’s Office by 5 p.m. Thursday, Sept. 21.

Nomination papers to run for a school board director seat must be turned in to the school district board secretary by 5 p.m. Sept. 21.

Nomination papers include an affidavit of candidacy and nominating petitions, and the papers can be obtained from the county auditor’s office, school district secretary’s office or on the Iowa Secretary of State website.

Also, ballots can now be requested to vote absentee in the upcoming city and school board elections. Ballots will be mailed to voters and in-person early voting in the County Auditor’s Office will begin on Wednesday, Oct. 18.


Here is a list of the number of seats open in each election district in Floyd County:

MUNICIPAL ELECTIONS

  • Charles City Council – 3 seats, 4-year terms.
  • Colwell Mayor – 2-year term; City Council – 5 seats, 2-year terms.
  • Floyd Mayor – 2-year term; City Council – 3 seats, 4-year terms.
  • Marble Rock Mayor – 4-year term; City Council – 2 seats, 4-year terms; to fill vacancies – 2 seats, 2-year terms.
  • Nora Springs Mayor – 2-year term; City Council – 3 seats, 4-year terms.
  • Rockford Mayor – 2-year term; City Council – 2 seats, 4-year terms.
  • Rudd Mayor – 2-year term; City Council – 3 seats, 4-year terms.
  • Nashua Mayor – 2-year term; City Council – 3 seats, 4-year terms.

SCHOOL ELECTIONS

  • Charles City School Board – 2 seats, 4-year terms; public measure – bonding for high school project.
  • Rudd-Rockford-Marble Rock School Board – 3 seats, 4-year terms; public measure – PPEL tax.
  • Central Springs School Board – 1 seat, 4-year term.
  • Nashua-Plainfield School Board – 1 seat, 4-year term.
  • North Butler School Board – 1 seat, 4-year term; public measure – revenue purpose statement.
  • Osage School Board – 3 seats, 4-year terms.

COMMUNITY COLLEGE ELECTIONS

  • NIACC Director – 1 seat, 4-year term.
  • HAWKEYE Comm College Director – 1 seat, 4-year term.

Here are the pertinent dates in the upcoming city and school board elections:

2023 ELECTION CALENDAR

  • Monday, Aug. 28 – First day to file nomination papers to be on the ballot.
  • Tuesday, Aug. 29 – First day to request an absentee ballot (70 days before Election Day).
  • Thursday, Sept. 21 – Last day to file nomination papers with the county auditor or school secretary.
  • Wednesday, Oct. 18 – Absentee vote in person begins at Auditor’s Office (20 days before Election Day). Absentee ballots will begin being mailed.
  • Monday, Oct. 23 – Voter registration deadline to be on the polling place lists; last day to request an absentee ballot be mailed (15 days before Election Day).
  • Monday, Nov. 6 – Last day to vote absentee in person at Auditor’s Office.
  • Tuesday, Nov. 7 – Election Day, polls open 7 a.m. to 8 p.m.; absentee ballots must be received by 8 p.m. in the County Auditor’s Office to be counted.
